OS: win xp SP2

unable to download .exe files
Hi. I am using win XP SP2 with IE 6. But wenevr I try to download setup files (.exe) nothing happens ( there is no progress). Sometimes the dowload window pops up showing that it is starting download but again there is no progress. I tried downloading IE 7 but again the same problem. Please help
