ie7 won't install Flash player 9

I've been trying for close to two days and still can't seem to get this right. I have uninstalled flash player restarted the computer reinstalled the flash and I still got failed to install. I've went and updated my internet explorer and then uninstalled flash then tried again but still I can't get it to work. Can someone please help me, all I want to do is watch youtube videos. Any help would be greatly apreciated. Thank you.

Are you sure you have the correct version, Adobe Flash Player version 9.0.124.0 ?

Note, that you may get the ActiveX warning bar (yellow) at the top, you MUST click this and select install before Flash Player will install properly.

Yeah, I get that bar then I click it and it still won't work. I also tried to install that one but it won't work.
