Site still rstricted despite not on "restricted List"

Hello, I am hoping someone can help. I cannot access a website (NoAdware.net) as apparently it is restricted by my browser ( Running IE7 on XP (service Pack 2)). I have tried adding it to the "Trusted" sites but it tells me it is registered on a different zone and that I should remove it first. I have scanned the "restricted zone" one by one and the site is not there. I have also reinstalled IE7 by no difference. Also, I couldnt do a system restore. I have also installed Firefox, but still get a "timed out" message. Also, there was a link to a program ( I found it on another thread here), to delete all the trusted and restricted sites list. My browser wouldnt let me access this either!

Any help would be gratefully appreciated. (Please note, I am completely ignorant of anything technical )

If you are running an AntiVirus or a anti-spyware utility, I can guarantee they will block that site. It IS dangerous by their specs.

The site is suspected of actually adding spyware.

Thanks for the reply Tecknomage. I have tried uninstalling any spyware utility and disabling the firewall but still no joy.
