Exclamation problems getting to secure sites

I have had this problem for a couple weeks now. I cannot log onto any secure site... I am using Netscape Isp .with Netscape and/or IE browser
Please Help

What IE version do you have? If it's 6.0 with SP2, take a look at this site.

Looked around some more and re-registering the DLLs may help sometimes.

Let's try registering Internet Explorer's DLL files. Go to Start->Run and type in command and click OK. Then type in each of the following, hitting the Enter key after each line:

regsvr32 Shdocvw.dll
regsvr32 Shell32.dll
regsvr32 Oleaut32.dll
regsvr32 Actxprxy.dll
regsvr32 Mshtml.dll
regsvr32 Urlmon.dll

I got this message when I tried to re register the Shell.dll

Shell.dll was loaded , but the dllRegisterServer entry point was not found.
Dll register server may not be exported or a corrupt version of Shell 32.dll may be in memory. consider using Pview to detect and remove it.
