Slow Opening Home Page

Hello,
I've been annoyed with this problem for ages and not got to the bottom of it.
When a user opens IE, there is a long delay before they recieve a 404, no matter what they set the home page to. Once they then click Home or Refresh it works fine for that session.
I have removed all add-ins, disabled 3rd party extensions, turned off auto detect proxy, and turned off check if its default browser. Sometimes it works by turning that off but more often than nt it doesn't.
Lastly, tonight, i have logged on as a user that hasn't on the machine before. Loaded IE and got the delay. Once you open Internet Options, click a few tabs, but make no changes, close Options. Close IE. It then works fine whenever that user logs on again, even after a restart. thats OK but its a school and the pupils don't have access to internet options.
Any ideas?
