Question IE continually reloads javascript

I've a web application that opens popup windows. These popup windows reference javascript files (<script src="abc.js"></script>). I noticed by monitoring server-side logs that when using IE6 the javascript files, e.g. abc.js, are reloaded every time a popup is opened. I would have expected that once a particular .js file has been loaded, IE would keep it in cache and not reload it again until I exit all IE windows and restart IE. That's what happens with Firefox, for example.

Why would it keep reloading the same file ? That seems very inefficient. My "Check for newer versions of stored pages" is set to the default "Automatically". If I set it to "never" it stops the constant reloading but "Every time I restart Internet Explorer" doesn't stop it.

Windows XP SP2.

Has anyone figured this out? I'm having the same issue with Graphics related to a SaaS app...

I am set to "Automatically" on my IE7 Temp File Cache, but All the graphics for this SaaS app reload every time I open a new browser window and log in. Once I'm in and the graphics have been loaded *this time*, it's all good. But if I close the browser, open a new one, and log in, it's as if I've never been here before.

Help?!?!?

Sorry to say I heard nothing and have not solved it.

One thing I had not realised when I created the post was that even though the server was being hit for all the files again whenever a new IE window opened (even a popup within the same webapp), mostly it was responding with a "not changed" message so that in fact the file was not reloaded. That seems to be the behaviour you get with IE - any new window wants to check and update any cached files.
