Very slow to load 'New Tab' (IE7)

When I request a new tab in IE7 there is a "Connecting .. "
message lasting for 4 or 5 seconds while it is loading.

I would have expected this should be instantaneous and that
any delay should be when I first load IE. Would that be
correct ?

It's almost as if it is trying to access the runonce page
which was a problem when I first installed IE7, but it does
go to the Home page.

(I'm using WIN XP SP2)

OK if I 'bump' this up as a week has gone by with no response ?
