My internet speed isn't optimal - how to fix?

Hi. I think[/i] my internet connection is way slow. On You Tube especially, the download balks and stops all the time - which is a new thing.

How can I tweak this or fix this?

P.S. Can it have anything to do with just re-installing my OS (which is Windows XP)? I mean, how could it?
