IE7 toolbars moves by themselves

Hi, my IE7 toolbars moves/compresses by themselves for some reason. I can not recall but think it started after my latest automatic win update.

See pictures with before and after. I have three rows: one menu bar, one links bar and one row with the windows tabs. I adjust them and when I open a page to a new tab and click it - the links bar jumps up to the menu bar. Extremely annoying...

Anyone have any good ideas? I always used to not lock the toolbars and all was fine. I have now tried to lock them but the behaviour is the same.

put the toolbars in the order you want then right click on a toolbar and choose 'lock toolbars'

I will try when I get home. Note that I have already arranged the toolbars and done View - Toolbars - Lock The Toolbars. Is there a difference to lock via right-click?

I am afraid that did not work... (right clicking on the toolbar itself and choose to lock).

My toolbars have been fine for ages but now they keep on getting auto-compressed for some reason.
