IE7 Dialog at startup

This just started recently, no idea why or how to stop it. Every time I open IE7 it brings up a dialog box ("Browse for Folder") with the text

"Please select a folder where your downloads will be kept"

Regardless of what I do (select a folder and click "OK" or just click "Cancel") the dialog comes up again next time I open IE7.

Tried setting default folder for downloads, didn't work. Tried downloading IE7 Pro and using Download Manager, no effect.

Any suggestions?

Already tried that. It didn't work, the problem still occurs.

As far as I know it doesn't try to download anything, it just pops up asking where I would like my downloads kept.

Funny thing is I'm not sure it even has any effect, as I've tried specifying a new folder to see what happens, and when I download something it always defaults to the original folder.

I'm running AVG 8, spybot S&D and Windows Defender. Pretty sure there's no virus/spyware issues.

uninstall ie7 go back to ie6 does the same problem occur
