I am having trouble with IE. The popup blocker is greyed out and when browsing new windows automatically open.

what is pop blocker? what program does it belong too?

It's due to pop-up management being turned off by the group policy settings in XP Pro or by the related registry keys in XP Home.

If you enable this policy setting, the Control Panel information relating to pop-up management will be unavailable (grayed out) and all other pop-up manager controls, notifications, and dialog boxes will not appear.
