Cannot open Internet Options. please help

I can't open internet options. it is being disabled by restrictions made on the computer by the administrator. I am the administrator. I'm using IE7. I don't have Spybot. I only have Kaspersky, Spycleaner, and Hiigh Jack This. I have tried the regedit stips but could not locate the NoBrowserOptions in the internet explorer section. I really need to access the Internet Options I need some one who can help, I have asked to many times but no answer. please guys help
