downloading programs

I am unable to open downloaded programs from the Internet. Am using Windows XP and IE7. The problem seems to be a file association related problem and/or a Windows Installer problem. Any suggestions are welcome.

Can you run normals exe files without a problem/

when you download a exe does the size match to what is says on the website?

Yes, I can run normal exe files, ie from a software CD. The size of the file indicates the same as what was downloaded.
