IE failed to initialize (0xc0000022)

I cannot open IE and only get the "ieuser.exe application error" message - "The application failed to initialize properly (0xc0000022). Click OK to terminate the application". This seems has happened after I have updated F-Prot antivirus which had a wrong version.

I am using Dell Inspiron 530S (Intel Core 2 Duo E6550 @ 2.33GHz), Vista Home Premium and IE7.

Please help. Thanks.

Thanks TSF.

I have followed the advice but it doesn't work. In fact, after resetting IE, I cannot use Mozilla Firefox nor Windows Mail (they are working now).

Is there any other way to solve the problem other than restoring the system using Window Restore?

Hello TSF,

I had tried this before but it did not work. I tried it again and it still did not work but showed that there were corrupt files which cannot be fixed. I cannot find the CBS.Log file which contained the corrupted files. Please refer to attached screen shot for details.

Click Start => Run and copy and paste the below command into run:

Notepad %windir%\Logs\CBS\CBS.log

Press Ok

Copy and paste the contents of CBS.log back into this thread.

Thanks. I have tried the command but my access to Notepad was denied. I have changed it to Wordpad but my access was also denied. Please refer to attached screen shot for details.

Hello Alfsky

Alright please do this:

Show Hidden Files And Folders
  • Click Start
  • Click My Computer
  • On the menu bar click on Tools, and then Folder Options.
  • Click on the tab View
  • Underneath Show Hidden files and folders select Show Hidden files and folders
  • Untick Hide protected operating system files (recommended)
  • Click Apply, then Ok

then this:

Navigate here:

C:\Windows\Logs\CBS

Find CBS.log, double click on it and post the contents back into this thread.

Hello TSF,

Thanks. The items in my Computer is different from those showed but now I manage to find the two items and change them according to your advice.

There are only 3 items inside C:\Windows\Log\CBS but there is no CBS.Log. The 3 items are "cbs.bld" but windows cannot open this file; "CBS" but my access to Notepad is denied; "CBS.persist" and my access to Notepad is also denied (the denial screen is same as that shown in "9" above).

I have also searched the "Notepad %windir%\Logs\CBS\CBS.log" as advised in "8" above and find a notepad with the name "Notepad C:\Windows\Logs\CBS\CBS.Log". I tried to open or run it as administrator, but there is no content.

I dont think this problem is related to IE, I think it is a vista problem.

I would reccomend that you post your question in the vista support here:

and explain the sfc problem and not ebing able to get notepad to work.

Hello TSF,

Thanks. In this case, can I restore the system files using Vista System Restore so as to enable me to use IE (I hope) as I am nearly running out of clean copies of restore files. Then I will contact Vista support about the sfs and notepad problems.

Hello again TSF,

Thank you. I could not restore the system and finally I had to remove the F-Prot program, but IE works again. I will check the sfc as advised again before contact Vista Support about the sfc and notepad problems.
