Can't Download (Error 403)

Running IE6 on Win98. Whenever I try to download something I get the 403 message. Please help

403 status code means "Forbidden". If the site uses HTTP authentication, try using a java.net.Authenticator.

It's a public site and nobody seems to have problems accessing it except me.

This is just a sample of my problem. I can't download from anywhere.
