Entering URL in address bar crashes Internet Explorer 7!

I was involved upgrading one of our clients' machine to XP Professional early this week.

The problem that is occuring is with Internet Explorer 7. When you go to a site using the address bar, another IE window opens and causes a crash leaving you to go into task manager and end the process.

Furthermore, double clicking on IE on the desktop doesn't open to program, instead it creates a shortcut on the desktop instead!

I have tried the following to get over the address bar problem, but to no avail:

Disabling all add-ons
Ending all processes (besides the critical ones) in task manager
Turning off Norton firewall
Running spyware removal
Re-installing IE7
Virus scan
Deleting cookies/temp internet files

The computer is on a network but logging onto the machine itself still creates the error. Windows firewall is turned on and so is Norton but turning off Norton doesn't seem to do anything.

Google Desktop/Toolbar and Yahoo Toolbar were installed so I uninstalled them but nothing.

The spyware results found three (using Spybot):

DoubleClick
Microsoft.WindowsSecurityCenter_disabled
Virtumonde

Fixing all of the above had no effect. Firefox works fine, the problem is simply limited to IE.

I am out of ideas so any assistance would be greatly appreciated!
