IE6 frame rate?

hey, my IE has this wierd frame rate- when i scroll down the page it doesn't 'scroll' it 'jumps'. it's driving me crazy...how do i change this?

sorry, i said IE6 in the title, but it's really IE7.

did you look at your mouse settings in the contol panel
