FUN!! With the "Send Error Report"

I am trying to obtain connectivity on my toshiba laptop but everytime i try and connect i get the send error report and the page does not open up. I Have recently tried to go to the control panel and have noticed that I am getting the same error when I go there. Any ideas lemme know if ya need any info. I forgot to mention this dunno if it will help but when i tried to update my AVG(even though i know im having conneciton issues) this message came up. "The server name cannot be converted to the IP address" Dunno if itll solve this any quicker but i figure i would throw it in there too.

23 views and no suggestions? Anyone have any idea yet? Take in mind I am not getting a wired or wireless connection. I must have gone through a zillion and one forums and no luck yet.
