Confused browser warning

for the last few days, whenever i click on "internet explorer' the screen fills with "BROWSER WARNING" microsoft internet explorer.
(i) your internet privacy is being compromised.
"you are at risk of being investigated as all kinds of sexual expletives have been registered, Police are aware of this and Police are aware of that."
Download special software to clear this information."

This is a threat basically and I now realise it is selling "Evidence Elininator" specialist software that removes all dodgey content.The problem is....I can't for the life of me Uninstall this page or remove it from the screen automtically, i have followed all the regular proceedures, Pop-ups, add ons and higher this, that and everythig else but it still remains as the first page whenever i click on internet explorer. So....you tell me ......what do i do ??
