Tabs Flash and Disappear

I hope some one is listening............. I am familiar with IE and tabs but a my friend's computer does something weird.
When you click a link that should open a new window or tab you see the window/tab flash for a quick second and then disappear/close. I even tried right button clicking and select open link in a new tab/window. I uninstalled the comcast toolbar and disabled IE popup blocker thinking that it might be treating this as a pop up.
Anyone have any idea of why it is doing this?

Since I have had no one propose a solution to this problem I am going to uninstall IE and reinstall. I'll post back if this resolves the problem. :-)

Download a fresh version of IE, uninstall the one you have now, restart your computer, then install the new copy of IE
