Innactive Favorite removal tool

I read about a freeware tool in PC World magazine that scans your favorites and identifies those no longer active. For the life of me, I cannot find the article. (And PC World's website seach is so broad, I get every IE article they've published.)
Anyone here know what I'm taking about, and can point me where to go?
