Phishing filter problem

I am running I.E. 7, and note there is a small yellow exclamation point in the Phishing filter box under Phishing filter settings. I can neither turn on or off the automatic website checking, nor can I disable the Phishing filter. How do I fix it?

right click it, turn it on, hasnt hurt me that ive noticed.

Does anyone know whether the yellow exclamation point next to the Phishing Filter settings in IE 7.0's tools is normal?
