IE seems to not be connecting to the internet

I'm on Windows XP Pro and although I normally use Firefox, I'm having this problem with IE 6. The Internet is working, because I'm on this computer using Firefox to make this post.

When I start up IE, it looks like it's trying to load my homepage (Google) forever because the Windows flag in the upper right is waving, but the status bar does not say anything. At this point, none of the links in my Links bar work except for one that points to an HTML file on my computer. The 3rd party buttons in the same row as the Forward, Backwards, Stop, etc. buttons don't load, unless if I click on the Link to the HTML file on my computer. Also, many of the options in the Menu Bar don't seem to work until I go to the link that links the HTML file on my computer. Other problems that exist before I click on the link to the HTML file on my computer include:
The border that normally surrounds the actual page doesn't appear
If I try to click in the area where the page would normally load, it makes the Windows Default Beep sound (Windows XP Ding.wav)
The Tools menu only contains (Mail and News, Synchronize..., Windows Update, and Internet Options) instead of (Mail and News, Pop-up Blocker, Manage Add-ons, Synchronize..., Windows Update, Windows Messenger, Yahoo! Messenger, Sun Java Console, and Internet Options).

Even after I click on the link to the file on my computer, I cannot visit any websites and the Windows flag is still waving forever. The status bar just says "Done" from loading the file on my computer.

I've scanned for viruses using Avast! and spyware using Spybot, and I removed whatever appeared, but it still hasn't fixed this problem. This problem started happening after I rebooted yesterday, and since I don't reboot very often, it might have been something that I did since the last reboot that caused this problem. I've turned off all firewalls and reduced IE's security settings to their lowest levels, but IE still doesn't work.
