Cannot open my Folders and I.E.

Hello,

Today morning, when I on my PC and tried to open Internet Explorer, it did not open. Not only that, I tried to open the folders on my desktop but it did not open as well. It shows the timer whenever I click and goes off in seconds. But the strange thing is that I can open ms-office.
I can easily open Excel, word but can't open any Folders and Internet Explorer.

I tried opening from the Target folder as well but nothing happens,....

Can someone help me please,...
