Problem with my IE

I need some help... It happened just a few days ago... when I open my IE, I cannot see the top bar of the window with all the file, edit, favourites etc.
And I also cannot download or upload any files, photos, and I cannot seem to access some php sites.
Can you please suggest a solution for me, should I format and do a reinstallation.

First go to Start > Run... and type sfc /scannow. Let it scan. Once its done, see if that fixes it. If it doesn't, insert your XP disk, reboot, and then do a repair install instead of a full reinstall.

Thanks alot, I had to do a repair installation and now its working fine...
