Sounds like a failure within the monitor itself. Telltale signs would be for this to also occur during the computer boot up, if the bios splash screen, or the manufacturers splash looks the same way. And the presence of retrace (brighter diagonal lines) lines on the screen. This could have a cheap to fix cause, but not likely. More likely the CRT has a short in one of the guns.

Again, the question regarding the bios splash screen. If it's washed too, the drivers aren't even a question as the drivers aren't used for that. There is a remote possibility that the video card suffers a hardware failure. Have you tried another monitor? Or this monitor on another computer?

i dont have another computer or monitor i could use. But when i switch it on, the start up screen (the black one with the windows logo) is fine then it flashes to this, so i think it could be the first thing you said

OK, we know it's probably driver-related. Try to go into Display properties and play with the gamma settings (if you can even see what you're poking!). Sounds like you have way too much gamma. I bet turning the brightness of the display down may help somewhat for now (on the monitor's controls, but sounds like you've tried this.). After you try this, try rebooting to Safe Mode and seeing if the problem is there as well. If not, grab your video card's driver CD and reinstall the driver. It's often easier to delete the display adapter entry in Hardware Manager and then install fresh. Rebooting "without a display adapter" (not installing the driver back) will probably give you a default driver, and get you back to where you can see to install the driver in full-mode.

Shearer9 in order to remove the monitor go to Start right click My Computer and select Properties. Click Hardware> Device Manager Tab, scroll down to Monitor and click the +, you should see Plug and Play Monitor, right click on it and select uninstall. Reboot and windows should reconfigure the monitor as mentioned by batty professor.

While you're there, you may also want to bash the video card you're using. When you restart, it should then prompt for video card drivers. Feed it some older ones (maybe straight from the installation CD).
