upgraded to a Radeon 9800 Pro, games still run bad

I have a Pentium 4 1.8 ghz 512 133mhz RAM, 40 GB HD 50% full 250 watt Power Supply, and Radeon 9800 Pro. Even with settings on Medium max payne runs slow and freezes from time to time to load graphics. HL2 also constantly freezes to load images and doesnt give very good fps.

I've tried all sorts of different drivers, omega, it stays the same. Could most of the problem be my 250 watt PS while ATI reccomends atleast 300? or could it be the 133mhz ram I thought of upgrading to 400mhz. If it's the PS, what would be a good watt reccomendation?

My System

Almost certainly the PSU, but there could be other problems as well.
To start with, check your system's power requirements here (needs javascript enabled, add 30% to the total for a more accurate figure)
Post back with the results and we'll take it from there.

I took that test, with the 30% added it came to about 340

i just got a 350 watt PS but the hole where u plug the cord in is on the other side. I have a dell case so would it be okay to cut a small hole in the case to make the plug fit? I bought a Dynex 350 watt PS model # DX-PS350W
