Very complicated Video Card problem!!

I havejust reinstalled windows xp as a clean install. i previously had xp home but i installed xp pro. everything was going fine, the installation was no problem but when i try and play any games problems occur. I tried using my n64 emulator and it said that i needed an appropriate video card to support DirectDraw3D and it says that it failed to initialize my HAL device?? I also reinstalled rome total war, a game that was working fine on my laptop b4 i reinstalled windows, but now it says that i dont have directx 9, but i do!! im not too good with computers so i was wondering whether it could be that i need to reinstall my drivers for my video card but upon checking in Start,Run,dxdiag,display tab, under the device section it says nothing for name manufacturer and chip type which leads me to believe that i have no graphics card or whatever!! Can anyone help this seemingly impossible situation??

Have you installed the XP Pro drivers for your graphics card, and do the dxdiag tests work?
