Weird graphics issue
Was wondering if anyone could tell me what this is?
Look at the barbed wire to see it. http://img687.imageshack.us/i/***graphics.png/ EDIT: It would seem as if part of the url is censored lol. its the short hand for what the ****. New link: http://img408.imageshack.us/i/graphics.png/ This randomly happens sometimes when I'm playing games, and it usually goes away before too long. Your image link is dead. Try renaming it and uploading again to ImageShack.
EDIT: Please post your full system specs, including the details from your PSU label and your graphics driver version number.

It's hard to tell from the image. If you mean the yellow highlights on the barbed wire, try updating your graphics driver and check the options in the graphics control panel and in-game graphics options (things like HDR, bloom, antialiasing, etc).

Start off by reinstalling or updating the graphics driver. Then set all the options in the graphics control panel to default, and do the same for the in-game options, disabling advanced features like HDR and bloom. Set AA and textures to the lowest level and, if that fixes the problem, increase them one at a time.
If you get any more serious artifacts (like missing textures or blocks of random colours), check your temperatures and voltages during gameplay and post back with the PSU details. EDIT: You have driver version 182.42, and the latest stable driver for the GTX260 is 191.07 ( link) I'm using the latest beta driver, version 195.39 ( link) which is looking good so far. No problems in any games, so you might want to give it a go.
