Arrow Temporarily Lagging Frames in any game

hi.the specs of my pc are as follows

p-4,3.0 ghz cpu
asus p-5 gc mx mobo
1.5 gb zion ddr2 533mhz RAM(1 1gb and another 0.5 gb in 2 slots)
windows xp professional sp2 build 5.1 2600

i recently purchased an xfx ati radeon hd 4350 512 mb gddr2 graphics card after doing much research in the internet.i bought this card because it is supposed to perform better than nVdia geforce 9400GT.

now,whenever i am playing a game like pes 2010, any match that i am playing lags for a few seconds and again goes smooth.this is happening continuously. I do not know what the problem is.i have a fully updated ESET NOD32 installed in my machine which detects 0 threats.also,knowing bits and bytes of malware myself i have tried my basic softwares like threatfire which also confirm that there are no threats.i defragmenteted all my drives.Notihng happend.Notwithstanding,i formatted and reinstalled windows.however the problem remains. my Virtual memory is set to 2500 mb-4092 mb. also ,my 17" monitor which i bought second hand is verry old.and i had to make certain changes in the catalyst center in oder to fix the gamma and brightness.another thing.the problem occurs even when i have set pes graphics settings to low and also my card's settings to lowest.

the other game i tried out apart from pes 2010 is burnout paradise city.
can anyone help please?

i have a frontech cabinet (i assembled my pc in 2007) and it has a 400w psu.
on the cover of my xfx ati radeon hd 4350,it was mentioned that it requires a minimum 300w psu

What you describe (laggy then normal repeatedly) sounds like cpu lagg , what percentage usage is your cpu at while in game?

i actually opened the task manager while playing the game in windowed mode and it showed 70-90% cpu usage ..when the game was stuttering/lagging (i do not know the exact term),it showed near 90% otherwise it hovered around a bit above 70%

Sounds like your really just getting cpu lag. Your computer barely meets the requirements for both games.
