best of my card

I just finished putting together my 1st pc a couple weeks ago.
The graphics are looking pretty good but.. I think they should be better.
I get 91 fps in call of duty.

I was watching a tv website that shows in hd. When nothing was happening the video looked good, but the second something moved it became very pixelated.

system
cpu amd phenom quad 4 955 black edition
gpu geforce 9800GTX+
mobo gigabyte ma790
4gigs memory

I have an 23" lg monitor
set at 1680X1050
windows xp

the video card came with evga precision program but when I moved something the screen just kept flashing.
is this the best my gpu can do or is something im doing wrong

What power supply wattage and brand..
With the precision tool are you turning up the fan speed?
Are you overclocking the gpu?

Watching streaming video from the net can have that effect if
you dont have enough bandwidth.
For 720p you will need roughly 3 - 4 Mbps connection for decent video quality.

Try to run a HD video from your computer if you can either from a dvd or a download and see if it is any better.

I will try using a dvd and check it out.
I moved the fan speed up a little and the screen went into flashes
I have rivatuner downloaded to overclock but It wouldnt recognize the card. same with atitool.
