What Can Cause Low FPS?

Hey guys,

Just a easy question for everyone, what are some of the main things that can cause Low FPS? Both in games and even when running a graphics card test.

Overheating
Insufficient power
Inefficiently written code
Extremely demanding graphics
Graphics card defects
CPU bottleneck

driver conflicts
network problems/traffic
low memory
multiple programs running

the list really goes on forever.....
