Display static, freezes during normal boot

Hi, first time post.

Computer: 3+yrs Dell Dimension 9200, Core2Duo. Stock with the exception of the video card and (just recently) the power supply.

All of a sudden, my computer has been experiencing the following issues:
- "static" on the display, i.e. flickering lines and random text on the screen. (Monitor is okay, tested it on another computer).
- computer won't normal boot (freezes), only works in safe mode (but display static still exists).

I initially thought it was my power supply, but the problem didn't fix when I changed it out. I have an after market GeFORCE 8600GT (~2yrs old).

My only thought is that it could be either the video card, the mobo, or perhaps RAM? However, after my power supply debacle, I'm hesitant to try replacing hardware without being sure I know where the problem is. I currently do not have an alternate "good" video card I can troubleshoot with...

Any suggestions? Much appreciated!

It would seem the card has bad memory up to the point where it will not even function. You mentioned not having good cards to test with , in that case just use old or junky cards. If they work at all then there fine to test with. If the static doesn't appear with the other cards it's safe to say the 8600 has bad memory.
