PCI-E slot or Video card issue?

A while back I was having problems when I was installing windows vista and the computer shut off half way through installation, since then my video card has not been working.

I was told to buy a new and better power supply which I have done just recently and this has not fixed the problem. But for some reason when the video card is in my computer I have issues with starting the computer up. I thought this may just mean I'm due for a new one but my teacher has just told me it's possible that my pci-e slot could have died and I will have to replace the motherboard. Bit late seeing as I just brought a 9500GT which will be here in a couple days :P

What I'm pretty much asking is this most likely a problem with the video card itself or the pci-e slot. Also please note that I don't really have the chance to try my video card on another persons computer.

I have just received my 9500GT and I'm having the same issue as I was with my old video card. It attempts to start up, and powers down over and over. I know there is some power going through the PCI-E slot because the fan is powering up on the card, so I'm guessing I'm due for a new motherboard.
