Its a common issue that the Nvidia GPU fans tend not to speed up by their own. Your is only running at 224rpm. It should be around +700rpm when at 70c.
Get RivaTuner and manually adjust the fan to 70% before you start playing your games.

Can you hear the fan spinning at 100% it should be very noticeable, it can almost sound like a vacuum cleaner.

Whats the rest of your System specs and the type of Power Supply and your Case.
A weak PSU can cause overheating if its underpowered and poor airflow through the case can also increase your temps.

Re: I Think my Gcard Is VERY hot :/

There is your problem a cheap PSU. They do a better job of been a paperweight than something that belongs in your PC.

That 550W is very underpowered for your system and it can do some serious damage to your hardware, like you have already seen with your temperatures.

Need need to replace it with a good quality 750W with 12v @ 32A . Here are some good brands to look for.
Thermaltake ToughPower 750W
SILVERSTONE OP750 750W
CORSAIR CMPSU-750TX 750W

Like i said a cheap PSU makes a good paperweight nothing else. These brands are the best of the best and will keep your system running for years to come.
