Full Screen Viewing causes debilitating problems.

OS: Vista Ultimate 64
VC: Nvidia GeForce 9800 GX2

So when I try to watch a video full screen there seems to be a 1/3 chance that I run into this problem.

What happens is white scratchy lines running vertical appear in the middle of viewing. I can close down the video but afterward everything seems to not work as it should and not more than 2 minutes later my monitor will stop working and I will be forced to restart anyways. It's a bit hard to explain as I have nothing to relate this to, can anyone help me get on the right path to fixing this?

what are you running
video card
cpu
m/board
ram
power supply
brand
wattage

check the listings in the bios for voltages and temperatures and post them

what does the bios list for the cpu temp

in the device manager uninstall the video card
reboot tapping f8 and choose low resolution mode
when windows finishes rebooting
disable a/virus
install your drivers
reboot the computer

Latest drivers didn't seem to help. I had to get a new hard drive because for some reason the hard drive isn't recognized on any computer anymore so with the new hard drive the problem is a bit different. Now I can't seem to play games in windowed mode, it does essentially the same thing with the end result being the moniter shutting off. Sound still works as does everything else but the moniter will be unresponsive until I restart. Help Please.
