you will need to spend most of that on a new power supply you need to increase the budget
what are you running video card cpu m/board ram power supply brand wattage check the listings in the bios for voltages and temperatures and post them

Like Dai recommended, look at upgrading your power supply. I might recommend a GeForce 9800 GT card as an upgrade. Make sure that you have sufficient power and cooling. You can get the card at Newegg.com or tigerdirect.com or some similar online store.
