display wont change from 640x480 ~4 bit color

having issues with display not changing from 640 x 480 4bit color. Recently I had to remove my ati radeon 9800 pro agp card due to the card hardware not working. I only had an elsa winner II agp to replace it with..Card was working well rendering in 800x600 32bit and 1024 x 768 32bit..now it will not render anything other than 640x480 4bit. I had previously removed the ati drivers ,, at least as far as I know. There may be something in the registry that I am not seeing that my be causing the problem. I cant afford a newer video card right now and if my elsa is still good but having a driver issue or software issues with windows xp then there should be a way to get it back working properly again till I can get a new card.. Please Help!!!

in the device manager uninstall the video card
reboot tapping f8 and choose vga mode
when windows finishes rebooting
disable a/virus
install your drivers
reboot the computer
