Trouble with XFX GeForce Fx 5500 250MB

I got this new card but when I put it in my computer ther is no signal, my Mother board does not have on board video. When I use a PCI card it works fine but My XFX Card wont work. The only indication is that the monitor light goes from orage to green but then goes right back to orage Pleas Help

is your power supply good enough to run it
