Screen looks like broken glass... ?

It's not screen tearing, which is part of one frame and part of the next (or preceding) frame being simultaneously displayed, with a horizontal "break" between them.

I know exactly what the OP means by "broken glass" because I am having the exact same issue.

System: Pentium 4 @ 2.4GHz, 2Gb DDR RAM, ASRock GE-Pro-M mobo, XP-Home SP3 all latest Windows Updates, NVIDIA GeForce 6600GT, 450W PSU, Hyundai Q17 flat-screen monitor.

Symptom: Perfectly normal display of all 2D sources- desktop, email, etc.
HOWEVER, attempting to play World of Warcraft (not the new "wear funky glasses for real 3D" version but plain old WoW that emulates 3D in a 2D environment) results in straight, narrow "broken glass" lines radiating randomly from key points in the image to the edge of the screen- hence the OP's description of "broken glass." The lines seem to radiate in all directions, randomly, from one or more rendered points in the image. The key point here is that they are not horizontal lines (as in screen tearing) but RADIAL lines seemingly emanating from a particular random point in the image. In my case, they radiate from _several_ points in the image simultaneously, rendering the display completely unusable (and the game unplayable.) Wherever they radiate, they "take out" the actual display, including chat frames, controls- even the in-game menus are mostly illegible due to all the dropouts.

I have messed with Vertical Sync & triple-buffering, (no change) and various refresh rates (60, 72, 75 Hz) and resolutions, both in the NVIDIA control panel and in the WoW in-game video control menu. Nothing helps.

This computer, with an older NVIDIA card (MX440) played WoW fine, albeit at very low framerates. I installed the new 6600GT just to improve framerates. I'm hoping someone here has a clue what is causing my display to "flash" with radial "broken glass" segments constantly, cause I sure don't.
