geforce s-video to tv-out

hi and thanks to anyone whos reading this

I'm almost finished building a media centre (mozart sx) but i'm have problems displaying it on my tv which is a old analog(2scart and avi).
The motherboard has a onboard graphics a ati radeon 2100 that doesn't offer tv out.
so i've install a pny geforce 6 6200 256mb through the pci slot but i can't seem to configure the software to obtain any signal out to the tv that in can display.
It has ati radeon and pny software installed the ati radeon software finds the pny and appears to operate the new graphics card and forget about the old one.
I've used s-video to scart.
To me knowlegde the onboard has been disabled.

If anyone could please help me this build has over ran on costs, time and has been a nightmare from the start.
