Comp won't start when I put the 8800 gt in

The newly built computer will start fine with onboard video. I disabled the onboard video. When I put in the video card, it will start as long as I don't have the 6 pin connector from the psu hooked up to it. So, of course, it makes a high pitched squeel to indicate the video card isn't getting enough power and when I try plugging in the cord after the computer is on it shuts down. The video card works fine in a different computer. The motherboard is an ASRock G31M-GS.

The power supply is a Hec X-Power Pro 650 watt.
