Planning to get a new video card

Hey guys, new here . i got an issue with my graphic card
i mean cards. when i bought this computer it came with Ati Radeon 9200 series with 128mb memory, then i noticed that video card was like at the buttom of the Ati video card tree,
then i went to tigerdirect and bought my self a
Radeon x1350/x1550 series video card with 256mb memory.
However this sucked also i mean it was alot better than my first one
but it still couldn't handle Call of duty 4 (no where near handling it)
then i tryed a game that i couldn't even move with my first video card
which is Rappelz online.
and with the new one it was better but i couldn't get near a crowd of people because i couldn't move and my screen froze very often

My question is I want a new graphic card and i don't want to get ripped off. Well i found out that i need an AGP video card, and i have a 400wat
power supply. And i am not sure if i can use other brands other than Ati,
if i can, supply me with names please or you can visit here www.tigerdirect.ca and link me with a nice graphic card that the prize is below $150. thank you very much, and sorry for typing so much

if you need anymore computer specifications let me know
