Massive fps drops randomly in and out of game

Ok over the last few months i've been playing RTCW and World of warcraft, my fps is 100% stable and steady. Randomly it will drop down to 1-2 fps for 15-30 second periods, my sound gitters and all sorts, then it will return to normal for a few minuites, then back to the lag.

I've completly cleaned my pc up, it's defeninitly not software causing the problem, some guy mentioned something about when my powersupply fluxuates or something, idk much about that.

I'm running windows XP service pack 2

ATI Radeon HD 3600 Series
Display Memory: 512.0 MB DDR3

SoundMAX HD Audio

Intel(R) Pentium(R) 4 CPU 3.40GHz (2 CPUs)

1024MB RAM Corsair 667

PSU 400w

My system is fully updated with the latest drivers and DX9, I've turned all my fans to 100% whilst ingame and out, the lag doesn't stop so i'm pretty sure it's not down to overheating. I'm out of ideas any suggestions would be a great help, thx
