Windows will load it's own driver if no other driver is installed. Often Windows will use VGA Save to fire up your display and this is okay providing you only want standard resolutions. You can also force VGA mode by using the boot menu at startup (tap on F8 after POST) and select VGA mode.
I'm curious, tho' - why do you want to do this?

Is your video onboard or a separate VGA card? Either way you should be able to get drivers for it. Can you give us the make and model of both your motherboard and video card? Then we can help you get the drivers you need.
