Best PCI Graphics card?

I need to upgrade my existing graphics card.... trouble is I only have PCI & AGP (No PCI express)

This is for work so my requirements are

Dual monitor
shading (of some sort)?
DirectX 10
open GL

Is there something on PCI that would suit .... I know its a tough call but I have a tight boss... and that was before the credit crunch.

Basically, what is the best possible PCI graphics car available?

or the best AGP card....

You would idealy want an agp card. It depends mostly on your budget and the make and model of the system your putting it in , please post it. Also what will you be needing it for?
