My computer wont boot with my EVGA 7600GS video card

My computer wouldnt boot up one day it seemed like it was getting no power. I am running an emachine T6212. I have upgraded the RAM in this to 1.4 GB, and about a year and half ago i added an EVGA 7600GS video card in this. It had worked fine up until now. It wouldnt start. I bought a new PSU to put in their but that didnt work either. So when looking at motherboard it appeared as if the new video card was blown out or something? Not sure if this is possible but their are handful of little cylinders that say FZ71 1500 6.3 V that appeared to be popped up. Once i pulled this out of the PCI Express slot i was able to boot up after resetting my bios. I am assuming this means my video card is shot? Want to know what would cause this to happen and if i can get a new video card what should i get with out spending too much? Also do i need to upgrade my PSU in order to handle the new video card?

I bought the replacement PSU that was suggested for my PC, it was relatively inexpensive. However i hooked up my original PSU once i removed my video card and it still worked fine. So if the video card is plugged in to the PCI express slot my PC wont turn on with either of the PSU that i have.

inexpensive has another discription
a useless waste of money
with pcie express nothing less than quality will do
try the video card on another coputer to check it
