New Monitor Flashes

I just purchased and connected a new Samsung 22 inch flat panel LCD monitor to my system. I have an ATI All-In-Wonder 128 card which has worked great for years, but is from 2001. I previously had a 19 inch CRT Monitor. When I turned on my system after hooking up the new monitor it (the monitor) would flash on and off. It typically would flash on for about 3-5 seconds, flash off for about a second, and that process repeats without end. I disabled the video driver for the ATI card and now the monitor is steady, but without the video cards capabilities (ie I cannot view anything in 16:9 format and it only lets my go up to 1024 x 768 dpi). The ideal format is 1600 x 900. We also have a new ASUS EeePC laptop and when I connected the new monitor to it the monitor works great. I checked for an updated driver for my video card, but none are available. My question is, do I need a new video card and if so, what should I get that can fit in my pci slot. I do not believe I have pci express on my mother board as I am running on an AMD Athlon processor at 1.2 ghtz with 1.25 gigs of SDRAM. Thanks for any help

Did you go through the monitor setup, the one on the monitor itself?

Did you install the monitor's drivers? Your system could be using your previous monitor driver or the generic Plug-n-Play, which is NOT what you should be using. To see, use Device Manager and see if your specific monitor is listed in the Monitors section.
