Possible video card/monitor input problem?

My tower is working fine, and my monitor is working fine, but for some reason they are not working together. When I turn on my tower, it sounds like it's turning on fine, and all the LEDs light up, but all I get on the monitor is the message 'Self test. Check your pc and signal cable. Monitor is working.' I've unplugged and replugged everything several times and nothing makes any difference. I told a friend what was going on and she said it was likely that my video card was broken. Before I go somewhere to get it looked at, I decided to come here and see what you guys thought.
