DIRECTX9.0C ERROR MESSAGE!! Graphic DRIVER PROBLEM.

Ok, on Sunday I bought a new PC game (The sims 2).
I put in the CD and then an error message came out

:Failed to find any Directx9.0c compatible graphics adapters in this system! Please make sure you have a Directx9.0c compatible graphics adapter and have installed the latest drivers provided by the manufacturer. The application will now terminate.

What do I Do??

I've been trying to fix this for almost 2 days now. Other people have tried to find the problem. I need to install the ATI drivers and update them
BUT I also get other error messages:

Setup was unable to complete the installation. Try to setup your display adapter with a standard VGA driver by running setup.

If you know what the problem is, PLEASE Help!!

Hewlett Packard (HP)
a1420n

Oh and also, "Display" Doesn't appear in Device manager OR DXDIAG.(In 'run' <<)
